Horizon Europe Health Calls 2027: 17 Topics, Dates, Budgets
The 2027 Horizon Europe Health calls have 17 Cluster 1 topics split across three calls. Two of them, HORIZON-HLTH-2027-01 (single-stage) and HORIZON-HLTH-2027-02-two-stage, open on and close on . The third, HORIZON-HLTH-2027-03, opens on and closes on (Accelopment summary of the Work Programme; Innovate UK Business Connect). The indicative budget is about EUR 609.7 million across roughly 75 projects. All 17 topics are listed below, so you can compare them before you settle on one topic page.
Which option is right for you?
Choose your call based on how much time you have before the deadline and what your team can actually deliver. As of , the February deadline is less than four months away.
| Your situation | What to pick first | First page to open |
|---|---|---|
| First-time applicant, no consortium yet | HORIZON-HLTH-2027-03 (). It gives you the most time to build a partnership | Funding & Tenders Portal topic search, filtered to "Forthcoming" |
| Consortium already formed, full proposal can be written by mid-February | A HORIZON-HLTH-2027-01 single-stage topic. You get one decision, with no second round | Topic page of your chosen 2027-01 topic, then the "Start submission" area |
| Good idea, but your partners aren't confirmed | A HORIZON-HLTH-2027-02-two-stage topic. Stage 1 is only 10 pages | /horizon-hlth-2027-02-tool-01-two-stage-dates-page-limits/ as a worked example |
| SME with a product near market (diagnostics, devices) | HORIZON-HLTH-2027-02-IND-02-two-stage (Innovation Action) | The IND-02 topic page. Also compare /eu-funding-for-smes-7-open-2026-calls-and-how-to-qualify/ |
| Small team, small budget, policy or community focus | HORIZON-HLTH-2027-03-TOOL-08 (CSA, EUR 2.9 million, one project) | TOOL-08 topic page |
| Solo startup with no wish to join a consortium | Health calls are a poor fit. Look at the EIC Accelerator instead | /eic-accelerator-deadlines-2026-cut-off-dates-and-steps/ |
These picks follow from the deadlines and action types in the tables below. The two-stage route takes less writing up front, but you wait until the stage 2 deadline before you know the final result.

The topic budgets add up to the call totals reported for the updated programme: EUR 341.6 million for 2027-01, EUR 186.6 million for the two-stage call and EUR 81.5 million for 2027-03 (Accelopment, draft changes).
Watch out for these:
- Old deadlines on third-party pages. Some institutional pages still give as the deadline and as the opening date (IRSJD announcement). Those were the draft dates. The amended programme moved stage 1 and the 2027-01 deadline to (Accelopment). Go by the portal topic page.
- The AI topic was renamed. TOOL-08 was first called "Towards the next generation of Artificial General Intelligence (AGI) for healthcare". It is now "Towards the next generation of frontier Artificial Intelligence models for healthcare", and the budget is still EUR 2.9 million (Accelopment). If you search for the old name, you may not find it.
- Deadlines can move. The Work Programme lets the responsible Director-General delay deadlines by up to two months (Innovate UK Business Connect). Check the "Topic updates" tab now and then.
How to Find the Full List of Horizon Europe Health Topics
Search the Funding & Tenders Portal by call identifier and status. Don't rely on a single linked topic page. A search for the "HORIZON-HLTH-2027" prefix brings back all 17 topics in one list.
- Open the Funding & Tenders Portal topic search. You don't need to log in to browse.
- In the search box, type
HORIZON-HLTH-2027. Each topic ID starts with this prefix, so the results include all three calls. - Under Submission status, tick Forthcoming and Open For Submission. Until , the 2027-01 and 2027-02 topics show as Forthcoming. After that date they show as Open. The 2027-03 topics stay Forthcoming until .
- Under Programme, choose Horizon Europe (HORIZON) to remove calls from other programmes that mention health.
- Sort by deadline. Then open each topic and read the Topic description (Expected Outcome, Scope, Type of Action) and the Topic updates tab.
- If you want the full context, download the Health Work Programme itself (Work Programme 2026-2027, part 4 Health, PDF). It gives the destination introductions that topic pages leave out.
For example, say you work on wearable diagnostics. A keyword search for "diagnostics" might only show IND-02. A prefix search also brings up TOOL-01 (AI biomarkers) and CARE-02 (adverse drug reactions), and your work may fit those better.
If the portal isn't loading results, it is usually a session issue rather than an empty list. Log out, clear filters, and search again. If you need to log in for the submission steps later, see /eu-funding-and-tenders-portal-two-factor-authentication-2026/.
What Are the Deadlines for Horizon Europe Health Calls 2027?
There are two 2027 Health deadline dates: and , both at 17:00:00 Brussels time. Which one applies depends on whether your topic is single-stage or two-stage (Innovate UK Business Connect).
| Call | Process | Opens | Deadline 1 | Deadline 2 | Topics |
|---|---|---|---|---|---|
| HORIZON-HLTH-2027-01 | Single-stage | — | 10 | ||
| HORIZON-HLTH-2027-02-two-stage | Two-stage | (stage 1, short proposal) | (stage 2, full proposal) | 4 | |
| HORIZON-HLTH-2027-03 | Single-stage | — | 3 |
The dates changed between the draft and the final text. The two-stage call originally had a stage 1 deadline of and an opening date of . Call 2027-03 was originally due on (Accelopment). So the February calls are open for about 16 weeks, not the five or so months many teams expected.
In a two-stage call, only proposals that pass stage 1 are invited to write the full proposal. The Horizon Europe General Annexes explain how stage 1 is scored. It covers excellence and impact, not implementation. Stage 1 of the 2027 two-stage call also uses blind evaluation, so parts of the short proposal must be anonymised (FFG overview, cited in search results).
Common deadline mistakes and how to fix them:
- Submitting at 16:55 Brussels time. The submission system closes at the deadline and does not accept proposals after it, and the Commission advises applicants not to wait until the last moment (Funding & Tenders Portal Online Manual). Aim to submit a complete version 48 hours early. You can keep replacing it until the deadline, because only the last version counts.
- Converting time zones wrong. 17:00 Brussels is CET in February and CEST in September. If you are in the UK, that is 16:00 local time on both dates.
- Breaking anonymity in stage 1. Partner names in file metadata, logos in figures, or phrases like "our previous project X" can all identify you. Strip the PDF metadata and refer to earlier work in the third person.
Horizon Europe Health Calls 2027 vs 2026: What's Different?
The 2027 Health calls are a little bigger and spread over three deadlines. 2026 had one main single-stage deadline. Both years use the same six destinations.
| Feature | 2026 Health calls | 2027 Health calls |
|---|---|---|
| Main call(s) | HORIZON-HLTH-2026-01 (single-stage) | 2027-01 (single), 2027-02-two-stage, 2027-03 (single) |
| Main deadline | , 17:00 CET (HaDEA) | and |
| Topics | 17 in HLTH-2026-01 (HaDEA) | 17 across three calls |
| Expected projects | 68 (Accelopment) | About 75 (Accelopment) |
| Two-stage option | None in the 2026 main call (the 2025 two-stage call closed stage 2 on ) | Four topics |
| Indicative total | Not stated in the HaDEA notice | About EUR 609.7M |
The topics also lean in a different direction. In 2026, HaDEA's destination split was 2 topics for Staying healthy, 3 for Environment, 6 for Diseases, 2 for Care access, 4 for Tools and 1 for Industry. In 2027 there are 1, 2, 6, 1, 4 and 2 respectively, counted from the topic list above. In 2027, the Diseases destination puts more weight on infectious disease: two monoclonal-antibody topics, small-molecule antivirals and antimicrobials. The Tools destination adds bio-printing, Virtual Human Twins and frontier AI.
If you missed the 2026 deadline and are reusing that proposal, check the scope text line by line. A 2026 topic with a similar title may have a different Expected Outcome in 2027. The 2026-2027 Part B template also shortened the page limits (see the next section).
What Is the Page Limit for Horizon Europe Health Proposals?
Under the 2026-2027 Work Programme, a full Health proposal is limited to 40 pages for RIA and IA, 25 pages for CSA, and 10 pages for a two-stage stage 1 proposal. Lump-sum topics are allowed 45 pages (RIA/IA) and 28 pages (CSA) (General Annexes 2026-2027).
| Proposal type | Page limit 2026-2027 | Older 2021-2022 limit, for comparison |
|---|---|---|
| RIA / IA, full proposal | 40 | 45 |
| CSA, full proposal | 25 | 30 |
| Programme co-fund | 65 | 70 |
| RIA / IA, lump sum | 45 | — |
| CSA, lump sum | 28 | — |
| Two-stage, stage 1 | 10 | 10 |
The older figures come from the 2021-2022 General Annexes. Many online guides still say 45/30 or 45/70. Those numbers are out of date for 2027 topics.
How to apply this to the table of 17 topics:
- The ten 2027-01 RIA topics and the 2027-03 RIA topics (TOOL-02, TOOL-04): 40 pages, or 45 if the topic page says lump sum.
- TOOL-08 (CSA): 25 pages, or 28 if lump sum.
- The four two-stage topics: 10 pages at stage 1, then 40 (or 45 for lump sum) at stage 2.
- ENVHLTH-MISSCLIMA-03 (PCP): open the Part B template attached to the topic. PCP actions have a dedicated application form, listed separately from the RIA/IA form in the portal's reference documents.
The template version changed too. Version 5.0, dated , shortened sections 2.1 and 3.1 (Criteri summary). Always use the Part B template you get from that topic's submission system, not a copy from an earlier proposal. For how the sections map to evaluator scores, see /horizon-europe-proposal-template-part-b-2026-scoring-map/.
Mistakes that come up often:
- Thinking annexes don't count. According to the standard application form, excess pages in an over-long proposal are automatically made invisible after the deadline and are not taken into account by the experts (Standard Application Form, HE RIA/IA). The cover page, table of contents and Part A forms don't count. Everything inside Part B sections 1 to 3 does.
- Squeezing the layout. The template sets a minimum font size and minimum margins (Standard Application Form, HE RIA/IA). Shrinking them to fit more text breaks the formatting rules.
- Treating "no page limit" as a real option. Every Health topic uses a capped Part B. The only difference is which cap applies.
Who Can Apply to Horizon Europe Health Calls?
For RIA and IA Health topics, you need at least three independent legal entities. At least one must be in an EU Member State, and at least two others must be in different Member States or Associated Countries (IRSJD summary of the conditions; General Annexes). Universities, SMEs, hospitals, NGOs and public bodies all count as legal entities.
The country rules for Cluster 1 are broader than most people expect:
- Associated Countries apply on the same terms as Member States. Switzerland has been fully associated from 2025 calls onwards. Canada and the Republic of Korea are associated to Pillar II, which includes Cluster 1 Health (Kronis summary; Science|Business).
- United States. The Health Work Programme says legal entities established in the US can receive Union funding in the Health Cluster. The reason given is that the US National Institutes of Health opened its programmes to European researchers (Health Work Programme 2026-2027). A US partner still can't replace one of the three required EU or associated entities.
- Low- and middle-income countries listed in the General Annexes are generally eligible for funding. Other non-associated countries can take part, but they usually pay their own way.
- CSA topics such as TOOL-08 can have a lower minimum, often a single entity, depending on the topic conditions. Check the "Eligibility" section of the topic page.
Health calls are not set aside for SMEs. A startup can lead a consortium, but there is no SME-only Health route in 2027. If you want to apply alone, the EIC is the place to look.
Checking eligibility in three steps:
- List your partners with their country of establishment, not the nationality of the researcher.
- Check that at least one partner is in an EU Member State and that the three required partners are in three different countries.
- Read the topic page for any extra conditions, such as clinical trial requirements or restrictions on participation.
For example, a consortium of a German university, a Spanish hospital and a Swiss SME meets the minimum. A Dutch startup plus a US hospital does not, because only one partner is in a Member State or Associated Country.
The most common problem is that a partner's PIC isn't validated. Validation can take weeks, so register early. /eu-funding-and-tenders-portal-registration-pic-in-6-steps/ walks through it.
How Much Funding Can You Get from a Horizon Europe Health Call?
A typical 2027 Health RIA project receives between EUR 3 million and EUR 12 million from the EU. The CSA (TOOL-08) gets EUR 2.9 million, and the PCP topic gets EUR 4–5 million per project (Accelopment). Under Horizon Europe, RIA and CSA cover 100% of eligible costs. IA covers 70%, rising to 100% for non-profit entities (General Annexes).
| Range per project | Topics | Roughly how many grants per topic |
|---|---|---|
| Under EUR 5M | DISEASE-10 (EUR 3–4M), MISSCLIMA-03 PCP (EUR 4–5M), TOOL-08 CSA (EUR 2.9M) | 3–4; 4–5; 1 |
| EUR 5–8M | STAYHLTH-01, IND-01, IND-02, TOOL-01, DISEASE-01 | 3 to 8 |
| EUR 8–12M | ENVHLTH-02, DISEASE-05/06/07/08, CARE-02, DISEASE-14, TOOL-02, TOOL-04 | 3 to 5 |
The grant counts are estimates: topic budget divided by the per-project range. For example, DISEASE-01 has EUR 63.8M and EUR 7–8M per project, which suggests about 8 grants. TOOL-08 funds exactly one. HaDEA can fund fewer projects than this if the proposals aren't strong enough.
Here is how the funding rate works for a point-of-care device project under IND-02, an Innovation Action. Say an SME partner has EUR 1,000,000 of eligible costs. It would receive EUR 700,000. A university partner in the same consortium with the same costs would receive EUR 1,000,000. A request that falls outside the stated range isn't automatically ineligible, but evaluators will expect a good reason for it.
How to Apply for a Horizon Europe Health Call (Step by Step)
You apply on the Funding & Tenders Portal. Create an EU Login, get a PIC for each partner, start a draft from the topic page, and submit before 17:00 Brussels time on the deadline.
- Create an EU Login account from the portal's Login button, and set up two-factor authentication.
- Register or find your organisation's PIC under Participant Register. Each partner needs its own PIC (PIC guide).
- Pick your topic using the table above, then confirm the scope on the topic page.
- Agree the consortium and roles. The coordinator starts the submission. Partners are added by PIC and contact email.
- On the topic page, scroll to "Start submission", choose the type of action and form, enter the coordinator's PIC and create the draft.
- Fill in Part A online (administrative forms and budget table). Upload Part B using the template downloaded from that draft.
- Run "Validate" to catch missing fields or an over-length Part B. Then click "Submit". Track the status under My Proposals (status guide).
Pitfalls and fixes:
- Only the coordinator's contacts can submit. Partner contacts can edit the draft but can't press Submit, which is reserved for the coordinator organisation's contacts (Funding & Tenders Portal Online Manual). Have the Primary Coordinator Contact add a backup Coordinator Contact in case they are unavailable on deadline day.
- Budget mismatches between Part A and Part B. Lock the budget table a week before the deadline and update both parts together.
- Ethics self-assessment left until the end. Health topics often involve human data or clinical work. Fill in the ethics section of Part A early.
- Stage 2 surprises. Your stage 2 proposal can't stray far from the stage 1 version. If you change partners or scope significantly, evaluators may notice.
Next steps
You have four days until the 2027-01 and 2027-02 calls open, so today is a good day to shortlist topics and check partner PICs.
DIY actions for today:
- Run the
HORIZON-HLTH-2027search on the topic search page and shortlist no more than three topics from the table above. - Check that each likely partner has a validated PIC. If they don't, start registration now.
- Write down your deadline plan: single-stage, 17 Feb plus two-stage, or for 2027-03.
If you'd rather not do it alone:
- National Contact Points (NCPs) give free advice and partner-search help in every Member State and Associated Country. You can find them via the portal's NCP directory. This suits first-time applicants and universities. It doesn't suit anyone looking for someone to write the proposal, because NCPs advise but don't draft.
- Enterprise Europe Network (EEN) offers free support to SMEs, including partner search (EEN). It is a good fit for startups looking for academic partners. Its limitation is that advisers vary in how well they know health topics.
- Private grant consultants can write and manage the proposal for you. Fees vary and are often a mix of a fixed fee and a success fee (as of October 2026; ask for a written quote). This works best for SMEs without in-house grant experience. It's a poor fit for teams that can't afford to pay if the proposal is rejected, and no consultant can guarantee success.
