Horizon Europe Calls Closing February 2027: 41 Topics (Provisional List)
This list has 41 Horizon Europe topics closing in February 2027, as reported by the sources cited on . They close on three dates:
- : 18 topics. These are 13 in
HORIZON-CL4-2027-01, 2 inHORIZON-CL4-2027-02and 3 in RAISE. - : 9 topics in Bridging actions and NATURE.
- : 14 Cluster 1 Health topics, closing at 17:00 Brussels time (HaDEA, Euresearch open calls).
Treat the count of 41 as provisional. The sources disagree on some budgets, on which call two topics belong to, and on one topic's date (see the notes under each table). The topic page on the Funding & Tenders Portal is the official reference.
Six of the 41 topics are two-stage. For those, the February date is only the deadline for a short first-stage proposal.
Which option is right for you?
The table below gives suggestions, not rules. It is based on the action types and stages listed further down. From there are about 13 weeks to 2 February and about 15 weeks to 17 February.
Whatever you pick, you need three things:
- a validated PIC
- an EU Login account with two-factor authentication
- for most collaborative topics, a consortium
| Your situation | What to consider first | First page to open | Limitation |
|---|---|---|---|
| First Horizon Europe application, small team | A two-stage topic. Stage 1 is a 10-page outline, and the full proposal is due in September 2027 | Topic page of a HORIZON-HLTH-2027-02-...-two-stage or HORIZON-CL4-2027-02-...-two-stage topic | Reported stage 1 thresholds are higher than usual (see the two-stage section), and the stage 2 proposal must stay consistent with stage 1 |
| SME or startup with a product near market | An IA topic, or a CSA that gives SMEs access to services | HORIZON-CL4-2027-01-MAT-PROD-02, MAT-PROD-22 (IA) or MAT-PROD-47 (CSA) | In an IA, a for-profit gets 70%, so it must fund 30% of its own costs. In service-type CSAs, the applicants may be the service providers rather than the SMEs, so check the topic's scope |
| University or research institute with a ready consortium | A single-stage RIA closing 17 Feb (100% funding) | Any HORIZON-HLTH-2027-01-... RIA topic | The full proposal, budget and partner PICs are all due by the February deadline |
| Consultant scanning for clients | The 2 Feb Cluster 4 batch, then the 16 Feb Bridging batch | Portal search, filtered as in the steps below | Third-party lists, including this one, can lag behind amendments on the Portal |
| Small budget, no partners yet | Check CSA topics' eligibility conditions, or aim for later 2027 calls | CSA topic pages such as MAT-PROD-17, 42 or 50 | The sources cited don't say whether any February topic accepts a single applicant. Most collaborative topics need a consortium |
| NGO or public body | Topics that require public buyers (PCP) or a multi-actor approach | HORIZON-HLTH-2027-01-ENVHLTH-MISSCLIMA-03 (PCP) | A PCP needs a group of public procurers acting as buyers. It does not suit an NGO without public-sector partners |
If you don't have a PIC yet, register first (PIC in 6 steps). Partners have to add your PIC before they can submit.
Which Horizon Europe calls close in February 2027? (Full list)
The topics are listed below by closing date. The list reflects the sources cited in each table as of . The deadline field on each Portal topic page is the official one.
The work programme lets the responsible Director-General delay a deadline by up to two months. Check the Portal before you plan around a date (Horizontal Activities annex).
All deadlines are 17:00 Brussels time unless noted. Budgets are in EUR million, as of November 2026. "Not in cited sources" means none of the sources used here gives the figure. The budget is published in the Budget overview on the topic page.

Open conflicts between sources:
- Some work programme extracts show €36M rather than €40M for the four MAT-PROD IA/RIA topics with budgets.
- Junto puts the two Fast Track topics (61, 62) in a separate call,
HORIZON-CL4-2027-06. If they have moved, their topic IDs and possibly their dates will differ from the table. - The same Junto article lists
HORIZON-CID-2027-01as closing on 2 February. French and Catalan NCP material gives for that call (horizon-europe.gouv.fr), so it is not counted here.
: Bridging actions and NATURE (9 topics)
HORIZON-BRIDGING-2027-01 ("Apply AI") opened on . It closes on at 17:00 CET and uses a single-stage model (HaDEA).

Stage 2 for the four two-stage Health topics is due (Accelopment). The topic-by-topic breakdown is in Horizon Europe Health Calls 2027: 17 Topics, Dates, Budgets. That guide also covers the three topics that open in June and close in September.
Pitfalls with these dates
- Old 13 April dates. Some event and listing pages still give for Health stage 1. That was an earlier draft calendar. The adopted programme moved it to 17 February (Accelopment, NCP Brussels).
- "Feb 2027" calls that only open in February. The Pandemic Preparedness partnership topic and the Cancer Mission calls are expected to open in February 2027, not close (HaDEA). A Portal date filter that includes "Forthcoming" topics can show them, so check whether a date is an opening or a closing date.
- Last-day submissions. The deadline is a hard cut-off. Until then you can resubmit, and the last version submitted is the one evaluated (Portal Online Manual). Our suggestion is to submit a first complete version a couple of days early, so that login or upload problems don't cost you the call.
How to find every Horizon Europe call closing in February 2027 on the Funding & Tenders Portal
Use these Portal search settings, then sort by deadline:
- Programme: "Horizon Europe"
- Statuses: Open and Forthcoming
- Deadline range: 1–
If your results differ from the 41 topics above, either a topic has changed since or one of the open source conflicts has been resolved. In both cases the Portal is right.
The Portal redesigns its filter panel now and then, so a label may be worded slightly differently from the steps below. The filter logic stays the same (EMDESK Portal guide).
- Open the EU Funding & Tenders Portal. Go to Find calls for proposals (or Search funding & tenders). Leave the keyword box empty for now.
- Under Programme, select Horizon Europe (HORIZON). This removes Digital Europe, EU4Health and other programmes that also have February deadlines.
- Under Submission status, tick Open for submission and Forthcoming. Leave Closed unticked.
- Under the Deadline date filter, set the range from 01/02/2027 to 28/02/2027.
- Set Sort by to Deadline date (ascending). Results should start with the 2 February Cluster 4 topics and end with the 17 February Health topics.
- Open each topic and read three fields:
- Deadline model (single-stage or two-stage)
- Type of action
- the budget table under Topic conditions and documents or Budget overview
- Optionally, narrow the list with a call-ID keyword such as
HORIZON-HLTH-2027-01orHORIZON-BRIDGING-2027. This works well when you only care about one cluster.
Example: search for the keyword HORIZON-CL4-2027-02 with the February date range. According to the sources cited, you should get the two two-stage topics (MAT-PROD-32 and DIGITAL-EMERGING-52). If you get none, check that Open for submission is ticked, not only Forthcoming. The call has been open since .
Common mistakes and fixes:
| Mistake | What happens | Fix |
|---|---|---|
| Only "Open for submission" ticked | Topics whose opening was delayed disappear | Tick Open and Forthcoming |
| Filtering by cluster name instead of programme | Bridging, RAISE and NATURE topics are missed, because they sit in horizontal calls | Filter by programme, then read the topic ID prefix |
| Reading the stage 2 date as the deadline | You plan a full proposal for September and miss stage 1 in February | Check the Deadline model field; two-stage topics show two dates |
| Trusting a third-party list (including this one) over the topic page | Amended dates are missed | Treat the topic page as the official date |
Single-stage vs two-stage Horizon Europe calls: which February 2027 topics use which?
The two procedures work differently:
- Two-stage call. You send a short outline proposal by the first deadline. You write a full proposal only if you are invited.
- Single-stage call. You submit the full proposal by the one deadline.
Of the 41 listed topics, 35 are single-stage and 6 are two-stage.
| Procedure | February 2027 topics | Due in February | Full proposal due |
|---|---|---|---|
| Two-stage (6) | HLTH-2027-02-DISEASE-01, DISEASE-14, TOOL-01, IND-02; CL4-2027-02-MAT-PROD-32, DIGITAL-EMERGING-52 | Stage 1 outline: 2 Feb (CL4) or 17 Feb (Health) | (CL4), (Health) |
| Single-stage (35) | All of HLTH-2027-01 (10), CL4-2027-01 (13), RAISE (3), Bridging (8) and NATURE-04 (1) | Full proposal | Same February date |
Two-stage topic IDs end in -two-stage. Still, check the Deadline model field on the topic page, which shows "two-stage" and both dates. The stage 2 dates used here come from Kaila and Accelopment.
What stage 1 involves
The binding rules are in the General Annexes to the work programme and in each topic's call conditions. Both are linked from the topic page under Topic conditions and documents. The points below come from secondary sources, an NCP (FFG) and a commercial proposal-writing blog (Proposia). Confirm them on the topic page.
- Page limit. Part B of a first-stage proposal is reported to be limited to 10 pages. It covers objectives and ambition, methodology, and pathways towards impact (Proposia summary).
- Scoring. Only Excellence and Impact are scored at stage 1. Proposia reports two things that this article has not confirmed in an official document:
- a threshold of 4 out of 5 for each criterion, higher than the usual 3
- an overall cut-off set so that the invited proposals ask for roughly three times the available budget (Proposia).
- Blind evaluation. Check whether the topic or call conditions say that stage 1 is evaluated blind. The FFG page for the 2027 Health two-stage call describes blind first-stage evaluation for that call. If it applies, don't put organisation names, acronyms, logos or staff names in the abstract or Part B.
- Consistency at stage 2. The full proposal must stay consistent with stage 1. According to Proposia, losing a partner or changing the coordinator is acceptable, but changing the objectives or methodology is not (Proposia).
Example: suppose a small diagnostics company wants to lead HORIZON-HLTH-2027-02-IND-02-two-stage. It needs a 10-page outline by 17 February and can finish building its consortium and budget in spring. FFG expects first-stage results for Health around June/July 2027 (FFG). That is an NCP estimate, not an official date. Dates and page limits for one of these topics are covered in HORIZON-HLTH-2027-02-TOOL-01-two-stage: Dates & Page Limits.
Pitfalls
- Identifying details in a blind outline. Phrases like "our patented X platform" or "building on our project ACRONYM" can identify you. Describe prior results generically.
- Single-stage topics need full readiness now. For a
HLTH-2027-01RIA, you need a full Part B, a budget and partner PICs by 17 February. Take the Part B page limit from the proposal template linked on the topic page. The RIA template section map shows how the standard Part B sections are usually split.
What are the budgets and action types (RIA, IA, CSA) for Horizon Europe health calls?
Each topic page lists three things that affect the money:
- Total indicative budget: the money for the whole topic.
- Expected EU contribution per project: the size of a typical grant.
- Type of action: this sets your funding rate.
For the February 2027 Health topics, totals range from €11.8M to €63.8M, and typical grants range from €3M to €11M (Accelopment).
Action types and funding rates
| Type | What it funds | EU funding rate | February 2027 examples |
|---|---|---|---|
| RIA (Research and Innovation Action) | New knowledge, proof of concept, early validation | 100% of eligible costs | 12 of 14 Health topics; MAT-PROD-03, 06, 61, 62 |
| IA (Innovation Action) | Prototypes, demonstration, piloting close to market | 70% for profit-making entities, 100% for non-profit legal entities | HLTH-2027-02-IND-02; MAT-PROD-02, 22, 32; Bridging-01-09/10/12 |
| CSA (Coordination and Support Action) | Networking, coordination, services, no new research | 100% | MAT-PROD-17, 42, 47, 50; RAISE-01-04 |
| PCP (Pre-Commercial Procurement) | Public buyers jointly buying R&D services | See topic page | HLTH-2027-01-ENVHLTH-MISSCLIMA-03 |
Of the 14 Health topics, 12 are RIA, 1 is IA (IND-02) and 1 is PCP (ENVHLTH-MISSCLIMA-03).
Funding rates are from the Austrian NCP (FFG), which applies the General Annexes. "Non-profit" means non-profit by legal form or by a legal obligation not to distribute profits. Your rate depends on what kind of entity you are, not on the topic's main partners.
How to read the budget on a topic page
Open the topic. Under Topic conditions and documents, click Budget overview. That table shows the call, the topic, the budget per year and the indicative number of grants. The indicative number of grants is the official figure, so use it rather than your own estimate.
Example from the Health table: HORIZON-HLTH-2027-02-DISEASE-01-two-stage has €63.80M in total and €7–8M per project (Accelopment). Dividing one by the other gives roughly 8 to 9 grants. That is our arithmetic, not a published figure.
A proposal asking for €12M isn't automatically ineligible, because the per-project range is indicative. A larger request does mean fewer projects can be funded, and evaluators will check whether your budget matches the scope.
Lump-sum topics
Four February Health topics use lump-sum funding:
- STAYHLTH-01
- DISEASE-10
- DISEASE-01-two-stage
- IND-02-two-stage
In a lump-sum grant, you agree a fixed amount for each work package. Payment depends on finishing the work, not on reporting actual costs. You also prepare a detailed budget table at proposal stage, which takes extra time before the deadline.
Pitfalls
- Mixing up topic budget and grant size. For DISEASE-05, €44.2M total at €9–11M per project works out to roughly four to five projects (our arithmetic). It is not one large grant. Check the Budget overview for the official indicative number.
- Ignoring TRL. IA topics expect higher technology readiness than RIA topics. The expected starting and ending TRL is stated in each topic's scope section or in the General Annexes. A lab-stage idea is a poor fit for an IA.
Next steps
Three things you can do this week on the Portal:
- Run the search described above. Bookmark the topic pages of the two or three topics that fit your organisation, and note each one's Deadline model and Budget overview.
- Check your accounts and partners:
- Confirm that your PIC is validated.
- Confirm that your EU Login works with two-factor authentication (2FA guide).
- Ask your likely coordinator whether they have already created a draft in Start submission.
- For a two-stage topic, draft a one-page outline in the stage 1 structure: objectives, methodology and impact pathways. If the impact pathway is hard to fill in on one page, that is an early warning for an evaluation that scores only Excellence and Impact.
If you'd rather not do this alone:
- National Contact Points (NCPs) are publicly funded advisers in each EU and associated country. Euresearch in Switzerland and FFG in Austria are examples, and you can find yours through the Portal's NCP search.
- What they do: eligibility checks and proposal feedback. Confirm on your NCP's site what services it offers and whether anything is charged.
- Who they suit: first-time applicants.
- Who they don't suit: anyone who wants the proposal written for them. NCPs advise but don't draft.
- Grant consultancies draft proposals for a daily rate, a fixed fee, a success fee or a mix. Fees vary widely, so ask for a written quote (as of November 2026; check the provider).
- Who they suit: SMEs without in-house grant writers who aim for an IA.
- Who they suit less: applicants for small single-stage CSAs, where the fee can be large compared with the grant.
- Limits: a consultant can't fix a weak project idea, and you still own the technical content.
- The Portal helpdesk (IT Helpdesk and Research Enquiry Service) answers technical and rules questions, not strategy questions.

FAQ
Who can apply to Horizon Europe health calls?
Any legal entity can apply, including universities, research organisations, companies, hospitals, NGOs and public bodies. The minimum consortium for collaborative RIA and IA topics is set in the General Annexes, which are linked from every topic page under Topic conditions and documents. Check the topic's own eligibility conditions too, because some topics add requirements such as a multi-actor approach or, for PCP, a group of public procurers.
Can a small business or startup apply to Horizon Europe health calls?
Yes. Subject to each topic's eligibility conditions, SMEs can be partners or coordinators in the February Health topics. In the PCP topic, the buyers must be public procurers.
An SME gets 100% funding in RIA topics and 70% in the IA topic HLTH-2027-02-IND-02-two-stage (FFG). For a first try, a two-stage topic means a 10-page outline instead of a full proposal by 17 February.
Can organisations outside the EU apply for Horizon Europe funding?
Organisations from associated countries can take part and receive funding on the same terms as EU entities. Entities from the low- and middle-income countries named in the Commission's list are automatically eligible for funding (Commission list of participating countries).
Other third countries, such as the United States, can usually take part at their own cost. Exceptions apply where the topic or the work programme allows funding.
Are there EIC or ERC deadlines in February 2027?
The 41 topics on this list are collaborative calls in the work programme (Pillar II and horizontal activities). EIC and ERC deadlines follow their own work programmes and aren't covered here. To check for them, run the same Portal search without the cluster keywords.
